The State of Georgia received $218,778,746 through the Inflation Reduction Act (IRA) to administer Georgia's Home Energy Rebates, a program designed to help improve the energy efficiency of residential properties. The rebate programs have three primary goals: reduce the cost of energy-saving upgrades, improve the comfort of the residents' homes, and expand the network of certified contractors throughout the state.

"As of March 2025, Georgia residents have been able to access savings on energy efficiency improvements through Georgia's Home Energy Rebates. Interested households can select from two programs depending on the type of work they want done on their home. Rebate amounts are determined by the estimated amount of energy saved per project and/or the income eligibility of the household occupants." 

The Home Efficiency Rebates (HER) address whole home energy efficiency improvements. Participants can choose from a variety of upgrades and projects to help increase the comfort of their home. Higher rebates amounts are available for households that meet specific income qualifications.

The Home Electrification and Appliance Rebates (HEAR) is an income-qualifying program that provides rebates on select electric appliances to households with income less than 150% of the Area Median Income (AMI) in their county. Rebates will apply to multiple appliances and measures.

As a bonus, participating homes will receive a certification of project completion from their program-approved contractor. In some cases, eligible homes will receive a Pearl Certificate, a certification that captures the value added by the performance upgrades and makes it visible for buyers, sellers, and appraisers. Homes with documented energy improvements can appeal to energy-conscious buyers.

The rebate programs are run by the Georgia Environmental Finance Authority (GEFA)-a state authority responsible for directing programs that improve Georgia's environment, protect natural resources, and promote economic development. GEFA provides loans for water, wastewater, and solid waste infrastructure; manages energy efficiency and renewable energy programs; administers land conservation loans; and monitors state-owned fuel storage tanks.
